What Bill brings to the job of the State Legislator Seat 32B 

Over 35 years of business, government management and engineering experience. Bill has broad experience in multifaceted Budgeting and Performance Achievement; Personnel Management; Fiscal Responsibility; and Project Management.

​Bill was the U.S. Department of Energy’s Director of Public Works/Infrastructure and Engineering/Construction Management at the Idaho National Laboratory’s 890 square mile site outside of Idaho Falls.  Responsible for a multi-million dollar annual budgets for Roads, Solid Waste Disposal, Emergency Management and Medical Services, Long Range Planning, Transportation Operations/Bus Services, Building and Regulatory Compliance and Construction Management.   


Bill was also the Director of Planning and Budgeting for the multi-million dollar Environmental Cleanup Program for the Idaho National Laboratory that included environmental restoration of highly radioactive and hazardous waste contamination from processing spent nuclear fuel at the site west of Idaho Falls. His management style embraces respect for other’s opinions, focuses on the facts, strives to understand all aspects of an issue before finalizing solutions; and get the best value while seeking out opportunities to maximize return on investment.

Background and Experience: 
  • U.S. Navy Submarine Service Veteran, U.S.S. Skate SSN-578; Pacific Operations Submarine Development Group One Bathyscaphe Trieste II mission to recover a CIA satellite lost in the Pacific Ocean.  
  • Bachelor of Science Degree in Mechanical Engineering.  
  • Trained Navy Officers and Enlisted personnel on Nuclear Submarine Operations at the Naval Training Center outside of Idaho Falls.   
  • Manufacturing and Utility Facility/Plant Operations and Maintenance Consultant.
  • Outdoor Enthusiast, Certified Sailing Instructor, U.S. Coast Guard Licensed Captain for 50 Ton vessels.   
  • Married 47 years to his High School Sweetheart and a proud father.   
  • Eagle Scout and member of the Order of the Arrow.   

​Community Service:   
  • Teton County Idaho Commissioner 2015-16.   
  • Served on the Board of Directors of the Teton Regional Economic Coalition, Teton Valley Ski Education Foundation, Idaho Falls Ski Education Foundation, Driggs Urban Renewal Agency, Easter Idaho Community Action Partnership, and District 7 Magistrate Committee.   
  • Currently the appointed Teton County, Idaho representative to the Eastern Idaho Public Health Board of Directors and District 7 Board of Health Trustee to the State of Idaho. The current pandemic health crisis is at the top of his list of concerns.

As a County Commissioner, He was instrumental in reducing taxes while still making significant improvements in County and Community services.  For example: 
  • closing the abandoned landfill adjacent to the Teton River saving several $100,000 in monitoring costs and eliminating the potential it had to contaminate the river and aquifer,  
  • consolidating ambulance service into a single and unified unit under the Fire District eliminating the Ambulance Service Taxing District saving taxpayers $550,000 annually,  
  • establishing a much needed and improved recreational access to the Teton River, and 
  • facilitated the acquisition of the Armory building at a significantly discounted price saving well over $900,000 in replacement costs.
